The Budget session of Parliament began on Monday with the customary address by the President. The Centre hoped that the Lok Sabha will have productive session and listed a number of Bills for passage in both the Houses.

The Opposition, which held a meeting to devise the floor strategy for the session, has decided to raise a number of issues including the problems in judiciary and the agrarian distress during the session.

Budget session

The session will have 31 sittings over 68 days. Twenty-eight Bills are with the Lok Sabha and 29 Bills, including the Triple Talaq Bill, are before the Rajya Sabha. The Centre met the leaders of all parties for a smooth running of business.

Prime Minister Narendra Modi, who met the leaders of various parties on Sunday, said that the Centre gives utmost importance to the issues raised by parties and asked them to collectively strive to create a constructive atmosphere in the Budget Session and urged them to play a constructive role. Minister of Parliamentary Affairs Ananth Kumar requested co-operation of Opposition parties and said the government is always ready to discuss on the floor of the House any issue permitted under hte Rules of Procedure.

Bills in line

The session will conclude on April 6. “During this period, both Houses of Parliament will be adjourned for recess on February 9, to reassemble on March 5, to enable the Standing Committees to examine the Demands of Grants of various Ministries/Departments and make their reports thereon,” Ananthkumar added. The Centre expects that the Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement (Amendment) Second Bill, the Lokpal and Lokayuktas and Other Related Law (Amendment) Bill, the Citizenship (Amendment) Bill, the Financial Resolution and Deposit Insurance Bill, the Codes of Wages, the Consumer Protection Bill, the Factories (Amendment) Bill, the Electricity (Amendment) Bill and the Transgender Persons (Protection of Rights) Bill will be considered by the Rajya Sabha.

The Indian Medical Council (Amendment) Bill, the Whistle Blowers Protection (Amendment) Bill, the Muslim Women (Protection of Rights on Marriage) Bill, the Motor Vehicles (Amendment) Bill, the Prevention of Corruption (Amendment) Bill and the Seeds Bill are likely to be taken up by the Rajya Sabha.

Opposition’s plan

Talking to reporters after the meeting of Opposition parties convened by NCP supremo Sharad Pawar, senior NCP leader Praful Patel said UPA chairperson Sonia Gandhi will convene yet another meeting of Opposition leaders on the Budget session.

The leaders have decided to take up issues such as the recent “crisis” in the judiciary, agrarian problems and price rise during the Budget session.
