The passage of the Muslim Women (Protection of Rights on Marriage) Bill is likely to take place only during the Budget Session of Parliament.

On Thursday, the Centre did not accept the Opposition’s demand for sending the Bill to a Select Committee of the Rajya Sabha. Also, the Bill was placed below the GST (Compensation to States) Amendment Bill on the Centre’s list of business for the day.

Friday is the last day of the Winter Session, and any discussion on government business is unlikely as mostly private member Bills are taken up during the day. If the leaders of the parties decide that the Bill can be considered on Friday, the Centre can bring it before the House.

Both the Bills, however, could not be considered as the Opposition insisted that the sense of the House should be taken into account, to to send the Bill to a select panel. The government, however, said its priority is to discuss the GST Bill.

When the House assembled after the lunch, Opposition members asked the Chair to take a division in the House on the two amendment motions to Law Minister Ravi Shankar Prasad’s introduction to the Bill. Deputy Chairman PJ Kurien said the priority in the legislative agenda is GST Bill, and it will be considered after a short duration discussion on economic issues.

Soon after the short duration discussion, Opposition leader Ghulam Nabi Azad said the Centre is trying to portray that the Opposition is against the Bill. He said the Opposition is only against the Bill’s provision to criminalise triple talaq. He said the question is will the Centre ensure compensation to Muslim divorcee women if their husbands are jailed.

Leader of the House Arun Jaitley said the Opposition does not want the passage of the Bill and said the two resolutions by the Opposition were not valid. He said those who try to sabotage the legislation should have no space in a select committee. Kurien, however, clarified that the amendments were allowed by Chairman Vankaiah Naidu and so are valid.
