Four years after the government launched the Pradhan Mantri Awas Yojana-Urban (PMAY-U), just 20 per cent houses have been completed under the scheme against the sanctioned number of houses, while another 52 per cent are grounded for construction. Out of ₹1-lakh crore Central assistance sanctioned for the scheme, the government has released just ₹34,000 crore.
In line with the government’s vision of “Housing for All” by 2022, the Ministry of Housing and Urban Affairs is implementing PMAY-U since June 2015 for providing assistance to States/Union Territories (UTs) in addressing the housing requirement of the people belonging to the Economically Weaker Sections (EWS), Lower Income Group (LIG) and Middle Income Group (MIG) categories in urban areas.
The government aims to build 1 crore houses under the scheme. According to the data presented by the Ministry to the Lok Sabha, as on January 31, 2019, a total 15,263 projects have been approved for construction of 72,65,763 houses under the PMAY-U, of which 37,54,871 houses have been grounded for construction, 14,42,796 houses have been completed.
Interestingly, out of total sanctioned houses, 57 per cent houses are in five States —Andhra Pradesh (11.29 lakh), Uttar Pradesh (9.58 lakh), Maharashtra (7.87 lakh), Madhya Pradesh (6.46 lakh) and Tamil Nadu (6.04 lakh). When it comes to completion of construction, Gujarat tops the chart among bigger States. Gujarat has completed construction of 43 per cent sanctioned houses followed by Rajasthan (31 per cent) and West Bengal (29 per cent). No bigger State has achieved 50 per cent target.
Almost 80 per cent of the total sanctioned houses in Gujarat and Telangana are grounded for construction followed by Tamil Nadu where construction of 70 per cent sanctioned houses is on.
“In order to achieve the vision of “Housing for All” by 2022, Ministry of Housing and Urban Affairs has requested all States/UTs to saturate their demand of houses under the PMAY-U at the earliest so that construction of all houses may progressively be completed by 2022. States/UTs have also been requested to adopt modern, innovative and green technologies and building material for faster and quality construction of houses” the Ministry said in its reply to a written question in the Lok Sabha this month.
Demand for houses
Based on their demand for housing under the PMAY -U, the States/UTs formulate project proposals and they are approved by the concerned State Level Sanctioning and Monitoring Committee (SLSMC) which is chaired by the Chief Secretary of the concerned State. After approval from the concerned SLSMC, the States/UTs submit the proposals to the Ministry for approval of Central assistance by the Central Sanctioning and Monitoring Committee.
