The last few days have been full of speculations on the health of Finance Minister Arun Jaitley. While questions were raised on the secrecy surrounding his sudden decision to leave for the US, it also raised the question on whether public figures are bound to disclose everything.

The discussion grew stronger as Jaitley had to present his sixth Budget on February 1 and uncertainty loomed large on whether he will be back in time or not, and if not, who will then present the Budget?

In fact, the corridor of North Block, which houses the Finance Ministry, was equally confused.

Every individual is entitled to his or her privacy, but for a public figure what should be the procedure? There are no written rules to say that a health bulletin should be published.

Though, late evening on January 23 a communiqué from the Rashtrapati Bhavan ended this uncertainty. Piyush Goyal was temporarily assigned Jaitley’s portfolios.

Further, as advised by the Prime Minister, Jaitley was designated as Minister without portfolio during the period of his indisposition or till such time he is able to resume his work as Minister of Finance and Minister of Corporate Affairs, said the communique.

It is true that the Indian democratic system is such that the work does not stop and so the bureaucracy in the Finance Ministry continued with the Budget making exercise, based on the broad guidance given by Jaitley. But, the last two days before the Budget are critical. The speech of the Minister has to be prepared.

While there was complete silence from the government on his health status, judgements were being passed on his treatment. Revealing one’s health status is a personal choice. But for people holding public office, there should be transparency to curb speculation. A communiqué with details should be made a practice.
