This is with regards to the disclosure for industrial production figures in February, which saw a lacklustre growth (Business Line, April 12.) Indications are not good for achieving a 9 per cent target growth for the economy.

The farm sector craves for a major revolution to achieve the double-digit growth structure; that the industry is succumbing to negative numbers is unhappy news.

This projection brings out the government's attitude on policies to accelerate the growth momentum, particularly its inability to act steadfastly on issues such as financial reforms, implementation of GST, corruption, inflation, and transparent fair play in administration.

The episode of crusade against corruption necessitates proper administrative framework to tackle the issues of corruption and red-tapism, which are the consequences of unhealthy public administration.

The UPA Government has the responsibility to empower the economy to convert the negative growth figure into positive one.

Lokpal Bill

The joint panel constituted to frame the Lokpal Bill, as suggested by Anna Hazare, should invite suggestions from the legal and social luminaries and public before drafting the Bill.

While it is good that the Bill should not just remain a paper tiger, but must have power to deal with the corrupt sternly, it is largely felt that there is no dearth of laws to tackle corruption.

The problem is that the law makers are more often than not as much law-breakers as others. That is why corruption is thriving. It is hoped that the Lokpal Bill does not become yet another law. The Bill should not preclude the Prime Minister, as suggested by Hazare.

If it could be said that nobody is above law, why should the Prime Minister enjoy immunity? People also must resist the demand for bribes from politicians and bureaucrats.

If everyone refuses to pay bribes, half the corrupt practices can be reduced. So long as there are givers to get their work done out of turn and by flouting the rules, takers have no problem.
