The Commercial Taxes Directorate under the West Bengal Finance Department plans to roll out the second phase of e-governance initiatives from next week. The initiatives will come into effect on January 24.

The initiatives include launching e-grievance monitoring, online sales tax and VAT deduction at source, online application under Industrial Promotion Assistance Scheme, simplification of e-waybill and simplification and assuring confidentiality in filing complaints on tax evasion, the West Bengal Finance Minister, Dr Amit Mitra, told reporters at Writers' Buildings here on Friday.

A waybill or consignment note is a document issued by a carrier giving details and instructions relating to the shipment of a consignment of goods.

The directorate had earlier introduced various online web based e-services as part of e-governance initiative effective August 1, 2011.

Under the e-grievance service, the directorate will set up a dedicated unit to redress grievances of taxpayers and general public, apart from receiving and monitoring such grievances.

“Delay or harassment and unhelpful attitude in the governance structure create a bad image. Presently there is no formal institutional arrangement to attend and monitor public grievances,” Dr Mitra said.

The online tax deduction will help overcome the drawbacks in the manual system by avoiding repetitive work and will ensure immediate payment accounting, Dr Mitra said.
