Addressing concerns of members over lack of skill development centres in tribal districts, the government assured the Lok Sabha that every tribal area should get a skill centre in six months.

“This is our goal… in the next six months, I will give a state-of-art skill centre to each tribal and weak district. We will also try to do the same in rural and left-wing extremism hit areas,” Skill Development Minister Rajiv Pratap Rudy said during Question Hour on Wednesday.

The Minister also informed the members that over 10,000 youths had been offered jobs in multiple Rozgar Melas organised by the Skill Development Ministry.

To a question on skilling of women, Rudy said under the Pradhan Mantri Kaushal Vikas Yojna, in 2015-16, out of 19.8 lakh candidates, about 8.64 lakh trained (around 44 per cent) were women, while adding that gender-specific skill gap assessment was not available.

On placements after skilling, the Minister said that as per the new norms, 70 per cent of those skilled had to be employed otherwise the training agency would face a funds squeeze. He, however, clarified that placements in this case would include wage employment, apprenticeship and bank finance linkage.

To another query on the delay in getting certificates, Rudy said there was no delay in issuance of certificates for ITIs and short-term courses under Modular Employable Skills (MES) as these are issued online.

“There is a delay in issuance of about 10,277 Apprentice Certificates of Mumbai Zone due to non-receipt of data from the State Directorate,” he said, adding that the tender to write on certificates had now been floated.

Rudy said to avoid such delays, an online system has been implemented for ITI students and for trainees under MES courses since more than two years,” he said. He also said that the ITI model would be revamped soon.
