Court notice to Centre on Global Vectra's security clearance withdrawal

On Wednesday, the Centre was asked to reply to Global Vectra Helicorp Ltd's plea against the recent Government's decision to withdraw the security clearance.

The move saw the Directorate General of Civil Aviation (DGCA) cancelling the Vectra's permit to operate its fleet of helicopters.

Issuing notice to the Ministry of Home Affairs (MHA) and the Directorate General of Civil Aviation (DGCA) on the plea by GVHL, Mr Justice Vipin Sanghi sought their replies by May 15.

The court also asked the Ministry of Home Affairs to place on its record by the next date of hearing the original files of the aviation firm.

The company operates a fleet of 24 helicopters.

It was on May 7 that the Home Ministry had withdrawn GVHL's security clearance.

The Home Ministry did not indicate any reason for withdrawing the security clearance. GVHL is part of the Vectra Group that was initially promoted by Mr Ravinder Kumar Rishi.

Truck scam

In March Mr Rishi came into the limelight after news broke about an alleged scam in buying Tatra truck by the Indian Army.

Tatra truck is owned by the Vectra Group.

The company's shareholding pattern underwent dramatic changes in the first three quarters of the previous fiscal (2011-12).

Missing Promoters list

The quarter ending June 30, 2011 showed Mr Ravinder Kumar Rishi, along with four other individuals and three institutions as promoters.

However, the names of these individuals were missing in the quarter ending September 30, 2011.

There was a mention of just three institutions including Vectra Investments under the category of ‘Promoters and Promoter Group'.

And the quarter ending December 30, 2011 showed just two institutions as promoters.
