Finmin imposes definitive anti-dumping duty on digital plates from China, South Korea, Japan, Taiwan and Vietnam

The Finance Ministry has imposed a definitive anti-dumping duty on Digital Offset Printing Plates (DOPP) — commonly known as Digital Plates — coming from China, South Korea, Japan, Taiwan and Vietnam for a period of five years.

Based on the recommendations of the Directorate General of Trade Remedies (DGTR) in its final findings on sunset review petition, the revenue department has now imposed definitive anti-dumping duty that ranged from $0.13/SQM to 0.77/SQM depending on the producer and the country of export.

The petition seeking sunset review of anti-dumping duty was filed by TechNova Imaging Systems (P) Ltd. 

The current anti-dumping duties, imposed in July 2020, are in force till January 29, 2025.

DOPP are used in the printing industry for transferring data as an image onto paper or on non-absorbent substrates like tin sheets or films, etc. 

In the printing process using DOPP, the digital workflow enables direct transfer of the image from a ‘Computer to the Plate’ (CtP) using lasers, unlike tbe analog workflow that requires an intermediary film to transfer the image. 

Digital Plates are made from high purity litho grade aluminium coils coated with a chemical coating.
