BJP fails to touch half-way mark, Congress on top in

Goa

No party has manged a clear majority as counting of votes ended in Goa. Congress has got 17 seats in the 40-seat Assembly while BJP has got 13. The Congress will need to stitch up an alliance to form a government. Maharashtrawadi Gomantak Party and Goa Forward Party managed to get three seats each as did independent candidates. The Nationalist Congress Party managed to win one seat.

BJP’s tally is down from 21 seats it won in 2012 elections while Congress improved its tally from 9 seats in the last Assembly. Also, significant is that BJP has managed to get the largest share of votes at 32.5 per cent, even though it is lower than the 36.7 per cent it got in 2012 Assembly elections. Congress saw a smaller drop in its vote share, down from 30.8 per cent in 2012 to 28.4 per cent.

AAP managed to get 6.3 per cent votes, and Maharashtrawadi Gomantak improved its vote share from 6.7 per cent to 11.3 per cent.

Counting of votes has ended in Punjab and the Congress party is set to form the government. The party won 77 of the 117 seats in the Punjab Legislative Assembly, a gain of 31 seats, according to Election Commission data. Its vote share however declined to 38.5 per cent from 40.1 per cent it cornered in the 2012 Assembly elections, hurt by the entry of Aam Aadmi Party (AAP) into the state’s politics.

However, the entry of AAP hurt the Shiromani Akali Dal (SAD) and Bharatiya Janata Party (BJP) alliance the most. SAD won only 15 seats this time, its tally is down from 56 in the last Assembly election. Its vote share to plunged – from 34.7 per cent in 2012 Assembly elections to just 25.2 per cent this time. Its ally, BJP won just three seats, down from 12 seats it won in the last Assembly elections. Its vote share however did not plunge as drastically – it managed to poll about 5.4 per cent of all votes polled in the state compared to 7.2 per cent in 2012.

AAP did not do as well as it expected it would, yet it emerged as the second largest party in the Punjab Assembly and looks set to be the main opposition party. It managed to win 20 seats and poll 23.7 per cent of the votes. In comparison, the SAD-BJP alliance has only 18 seats with higher combined vote share of 30.6 per cent.

The BJP has seen its vote share surge 25 per cent since 1991 Assembly polls in Uttar Pradesh .

In Uttarakhand , the rise in the party’s vote share is much higher at 83 per cent compared with 2002 — when the first Assembly polls were held in the state.

Among the five states that went to elections, Goa and Manipur saw BJP’s vote share going up while the party’s fortunes have taken a hit in Punjab.

The party managed to capture nearly 40 per cent vote share in this elections in Uttar Pradesh, the highest ever garnered by it in the state.

It also marks an increase of more than 25 per cent vote share compared with 31.45 per cent in last 26 years, as per an analysis of assembly polls data of the five states since 1991.

EC rejects Mayawati's allegation of EVM malfunction in UP

The Election Commission has rejected the concerns raised by Mayawati the Bahujan Samaj Party Chief about manipulation of Electronic Voting Machines by expert of technology and software field by the Bharatiya Janata Party in the just concluded Assembly polls in Uttar Pradesh.

In a communication to Satish Chandra Misra, National General Secretary, BSP the Commission has pointed to the fact that it has put in place ``elaborate technical administrative safeguards to ensure error-free functionin of the EVMs in the elections.

The letter points out that the full Commission made repeated visit to UP and Uttrakhand and met the representatives of all parties, including your party. ``No one raised any objection with regards to functioning of EVM at these meetings. The Commission has thus not received any complaints during entire process of elections in UP and Uttrakhand with regard to your allegation of grave manipulation of EVMs” the Commission letter says.

It adds that the Commission is thus ``fully satisfied with the tamper proof of the ECI-EVM”.

The letter points out that although the Commission has offered opportunities more than once to those alleging the tamperability of the EVM, no one has been able to demonstrate to the Commission that the EVM used in the country’s election process, can be manipulated or tampered with.

“The prescribed administrative process has been fully complied with in Uttar Pradesh and Uttrakhand elections in the presence of representatives of political parties/candidates,” the letter adds.

Congress stakes claim for Goa, Manipur

The Congress has congratulated the BJP for winning Uttar Pradesh and Uttarakhand, and has given indications that the party will also try to prove majority in Manipur and Goa.

Party’s chief spokesperson Randeep Singh Surjewala said while the party could get comfortable majority in Punjab, in Manipur and Goa it has become the single largest party.

“We hope that BJP will now shift the narrative from 'Shamshan-Kabristan' and 'politics of acronyms' to the 'politics of development and brotherhood' i.e. intrinsic to the 'Ganga-Jamuni' culture of U.P. and will provide the much needed and promised relief by waiving farmer's loans, by giving cost plus 50% profit as MSP for crops, jobs for the youth and ushering in a new era of industrialisation,” he said.

Surjewala urged the Election Commission to look into the complaints raised by BSP supremo Mayawati that electronic voting machines have been tampered with to help the BJP. “Mayawati has raised a serious issue on the impartiality of elections. If a responsible leader like her levels such allegations, the Election Commission should take cognisance of it and should clear all such doubts. This is important for reinforcing the credibility of elections,” Surjewala said.

On Amit Shah’s statement that Prime Minister Narendra Modi is the most popular leader of independent India, he said if somebody is claiming that he is above democracy and the country, it is the beginning of deviation. “They should learn from the victory in some states and defeat in some other states,” he said.

He maintained that the election results are not a referendum to demonetisation. “Most of the economists agree that it is an ill-managed step that aids corruption. If this election is a referendum of demonetisation, why did BJP lose in Punjab? Why the Chief Minister of Goa lost elections? Why they failed to win majority in Manipur?” he asked.

He said the Congress will form government in Manipur. “We will form government in Manipur. The BJP should not try to disrespect the verdict of people as they did in Uttarakhand and Arunachal Pradesh in the past,” he said.

CII hails mandate in Assembly polls, Assocham lauds PM

The Confederation of Indian Industry (CII) has congratulated all the winning political parties in the States of Goa, Manipur, Punjab, Uttarakhand and Uttar Pradesh for their performance, it said in a release.

“By and large the results ensure that the process of reforms would gain further credence, support and momentum at the central level,” Naushad Forbes, President, CII, said in a statement.

The Assocham congratulated Prime Minister Narendra Modi and BJP President Amit Shah on an impressive victory in Uttar Pradesh and a “good showing” in other key States

Assocham President Sandeep Jajodia said “one of the important takeaways of the poll outcome is that a far better coordination is expected between the country's largest State (UP) and the Centre.”

"Modi's agenda on economic development and to take on the challenges , upfront , has gone down very well with the people of the key States who are looking with a new hope for an economic development of the States. Most of the states are now being ruled by the BJP and its allies and far better level of development coordination is expected," Jajodia said in a release.

BJP win "dangerous" for country: CPI(M)

The CPI(M) has said that the BJP’s sweeping victory in Uttar Pradesh has been accomplished by a mix of rank communal appeal and by putting together a wide ranging caste coalition. “It was this combination that propelled Narendra Modi and the BJP in the Lok Sabha elections in the state and that momentum has been maintained,” CPI(M) Polit Bureau said in a statement.

While acknowledging the mandate that the BJP has received, the party added that it also has implications that are “dangerous” for the country. The party claimed that it will encourage the brand of Hindutva politics which is divisive and harmful for the country.

“The BJP has also registered success with a big win in Uttarakhand and dislodging the Congress from government there. It however, suffered a setback in Punjab where the Akali-BJP alliance has suffered a big defeat with the Congress winning a clear majority. The BJP has failed to get a majority in the Goa assembly while the Congress appears to have lost its dominant position in Manipur,” the statement added.

BJP leaders to elect CMs on Sunday

A meeting of the Parliamentary Board of the BJP, scheduled here on Sunday, will decide the Chief Ministers for Uttar Pradesh, Uttarakhand, Manipur and Goa, said BJP president Amit Shah on Saturday.

Talking to reporters on the results to five Assemblies, he thanked the people for giving a new direction to the country by giving the BJP a thumping majority.

He termed the three-fourth majority in Uttar Pradesh and Uttarakhand as historical and said the BJP workers and his party’s well-wishers have worked hard to make it a reality amid many ups and downs.

He claimed that in Goa and Manipur too the BJP and its allies will form the government when the final results are declared. “It is a victory of decisiveness of people. It is a victory of the leadership of Prime Minister Narendra Modi’s leadership. 93 programmes of the Modi Government such as demonetisation, Ujjwala, jan dhan, swach bharat and rural electrification has changed the lives of people,” he claimed. “He is the most popular leader since independence,” Shah said.

He said the Opposition has been attacking the BJP and was targeting Modi personally. “People have given our opponents an answer. This victory rejects castesim, family-centric and appeasement politics. The theme of politics will be that of development in the future. People have accepted politics of performance,” he said.

He said double digit growth in India is possible only if Uttar Pradesh grows in the same rate. “We accept this verdict with humility. I assure that hopes of people will be fulfilled in five years,” he said and expressed happiness particularly in the performance of BJP in Amethi Rae Bareli, the pocket burrows of the Congress.

He refused to comment on BSP chief Mayawati’s allegation that BJP manipulated voting machines. “People of UP has come out of Hindu Muslim mindset,” he said.

The Bharatiya Janata Party has won 205 of the 403 seats in the Uttar Pradesh Assembly.

The Election Commission website shows that BJP is leading in 104 Assembly seats and could see its final tally in the Assembly cross the 300 mark.

In comparison the Samajwadi Party has won 32 seats and is leading in another 17 while the Bahujan Samaj Party has won 11 seats and is leading in nine other seats, the EC website shows.

In Punjab the situation is different with the Congress having won 69 seats and leading in another 8 seats. The Assembly has a total strength of 117. The Aam Adami party with 20 seats has won the second highest number of seats in the State with Shiromani Akali Dal winning 14 seats.

In Goa , it seems to be a neck to neck fight between the BJP and Congress with the Saffron party having won 12 and leading in one Assembly constituency while the Congress has won 14 seats and is leading in two Assembly constituency. The Assembly has 40 seats.

In Uttrakhand , the BJP seems the clear winner having bagged 42 seats and leading in another 15 while the Congress has won 11 seats. In the state one independent candidate has already won while another is leading even as the counting of is yet to end.

In Manipur 47 of the 60 seats have been declared with Congress winning 21 seats and leading in four seats while the BJP has won 18 seats and is leading in three seats. The National People’s Front has won three seats and is leading in one more seat in the State while the Naga Peoples Front has won one seat and is leading in three seats. One Independent has also won the election from the State, the EC website shows.

The Congress seems set to form the next Government in Punjab . The party has won 57 of the 92 seats which have been declared so far. The Assembly has a strength of 117.

The Aam Adami Party which has bagged 18 seats has the highest number of seats in the State after the Congress and with 25 seats still to be declared it is unlikely that any other party will be in a position to challenge the Congress in Punjab.

Shiromani Akali Dal has won 12 seat while the Bharatiya Janata Party has won 3 seats.

Similarly, in Thangmeiband constituency in the state Khumukchan Joykisan Singh of the Congress defeated his nearest rival by 157 votes. While in the Tipaimukh constituency in the state Dr. Chaltonlien Amo of the Congress won over his BJP rival by a margin of 626 votes. In Uripok constituency National People's Party candidate Yumnam Joykumar Singh defeated the Congress candidate by 345 votes.

In Goa ’s Mormugao constituency Milind Sagun Naik of the BJP defeated his Congress rival won by 140 votes. In Bicholim constituency Rajesh Patnekar the BJP candidate defeated the Maharashtrawadi Gomantak party candidate by 666 votes. Mandrem Dayanand Raghunath Sopte the Congress the Congress candidate defeated the BJP candidate by 7119.

In Barkhera constituency, Uttar Pradesh Kishan Lal Rajpoot of the BJP defeated his SP rival by 57,930, while in Ayah Shah constituency of Uttar Pradesh Vikas Gupta of the BJP defeated his SP rival by 51965 votes. Similary in Allahabad West Sidharth Nath Singh of the BJP defeated Richa Singh of the SP BY 25336 votes.

After five hours of counting of votes, the BJP, which did not have a chief ministerial face in Uttar Pradesh , was ahead in 296 out of 403 constituencies in a stunning showing which party leaders credited to a ‘Modi wave’. The SP-Congress coalition was ahead in 64 seats while Mayawati’s BSP was a distant third leading only in 20 places. The SP, whose campaign was spearheaded by Chief Minister Akhilesh Yadav on development agenda, led in 55 seats.

In Uttarakhand , the BJP put up a splendid show leading in 56 seats in the 70—member Assembly while Congress was way behind ahead in only 10 seats. Chief Minister Harish Rawat lost Haridwar (Rural) seat to BJP’s Yatishwaranand by over 12,000 votes.

In Punjab , the Congress won 16 and was leading in 60 of the 117 constituencies while the AAP, making a debut in Punjab Assembly polls, was in second position winning six seats and ahead in 16. The ruling SAD was demolished with the party winning one and leading in 13 while its coalition partner BJP led in three seats.

In Goa where trends and results were available for 25 seats, the ruling BJP and Congress won seven seats each and were also leading in two seats each, in what could lead to a hung Assembly whose strength is 40.

In Manipur , the ruling Congress won 9 seats and was ahead in seven while the BJP bagged four leading in 12, according to details available for 39 out of 40 constituencies.

Congress has won 10 of the 24 seats for which results have been declared in Manipur, while Bharatiya Janata Party has won seven seats in the State.

In Punjab , Congress has won 18 of the 26 seats for which results have been declared and is leading in 61 seats. Aam Adami Party has won seven seats and is leading in 13 in the State. Shiromani Akali Dal has won 1 seat and is leading in 12 seats, the Election Commission website shows. The state Assembly has 117 seats.

In Goa, BJP has won seven seats and is leading in another four, while Congress has won eight and leading in two seats. National Congress Party has won 1 seat in Goa, while Goa Forward Party has won 2 seats and is leading in 1.

In Uttar Pradesh , BJP has won all the three seats for which results have been declared and is leading in 292, while in Uttarakhand the party has won one seat and is leading in 57 seats. Congress has also opened its account in the State and is leading in nine seats.

Trends from all 117 Assembly seats in Punjab show that Aam Aadmi Party (AAP) has eaten into vote share of all the big parties including the Congress. But it is Shiromani Akali Dal (SAD) that has seen the most erosion of its vote share.

SAD had got about 35 per cent of the vote share in 2012 Assembly elections. This time, it is down to just about 25 per cent. Its ally, the Bharatiya Janta Party, had got a little over seven per cent of the votes in last Assembly elections, this time it is down to just about six per cent.

The Bahujan Samaj Party too has seen its vote share shrink. It managed to get a little four per cent of the votes in 2012 elections. This time, it has managed to just about 1.5 per cent.

The Congress too saw a little erosion of its vote share, even though its seat share has just jumped significantly. In 2012 Assembly elections, the party had g0t over 40 per cent of the votes but won only 46 seats. This time, with a vote share of about 38.5 per cent, the party has won 12 seats and is leading in 64 seats.

12.57 pm: The BJP and its allies appear poised to sweep all the five assembly segments which together form Prime Minister Narendra Modi’s Lok Sabha constituency, Varanasi as well as the three adjoining ones falling in the district. The BJP wins the second seat in Manipur for which results have been declared. The Election Commission website shows that the BJP is also leading in five other constituencies in the State. The Congress is leading in 12 seats in Manipur, the EC website shows. Leads are now available for 30 of the 60 seats in the Manipur State Assembly.

In Goa the BJP has won two seats and leads in another 5 seats while the Congress has won 1 seat and leads in another 7.

In Punjab , status is know available for all 117 seats in the Assembly with the Congress leading in 72 seats, Aam Adami Party leads in 23 seats, Shiromani Akali Dal leads in 16 seats and its alliance partner the BJP in 4 seats.

But it seems to be a clear safforn wave in Uttar Pradesh . Of the 401 leads available from the 403 seat Assembly BJP is leading in 245 Samajwadi Party in 57, Bahujan Samaj Party in 15 and Congress in 12. BJP looks set to win Uttrakhand as it is leading in 52 of the 70 seats in the state Assembly. Congress is leading in 15 seats while Independents are leading in 3 the EC website shows.

Independent candidate Aman Mani Tripathi is ahead of his nearest rival SP’s Kunwar Kaushal Kishore Singh alias Munna Singh by over 12,000 votes in Nautanwa seat.

The BJP heads for a huge win in Uttar Pradesh and Uttarakhand while the Congress forging ahead in Punjab marked by an anti-incumbency wave in the three states while they were locked in a close contest in Goa and Manipur .

After three hours of counting of votes, the BJP was leading in 291 out of 396 constituencies in the 403-member Uttar Pradesh Assembly in a stunning showing leaving their rivals far behind. The SP-Congress coalition was ahead in 69 seats while Mayawati’s party BSP put up a poor show leading only in 17 places. The SP, whose campaign was spearheaded by Chief Minister Akhilesh Yadav on development agenda, led in 58 seats.

With a 45 per cent vote share in Uttarakhand , the BJP was leading in 52 constituencies while the Congress was ahead only in 16 segments, according to trends available for all the 70 seats.

In Punjab , the Congress was leading in 65 of the 117 constituencies while the AAP, making a debut in Punjab Assembly polls, and the SAD were locked in a close contest for the second position ahead in 25 and 20 seats respectively. SAD’s coalition partner BJP was leading in four seats.

The BJP looks set to sweep to power in Uttar Pradesh where it is leading in 270 seats of the 377 seats for which leads are available in the state. The State Assembly has 403 seats.

The Election Commission website shows that BJP is also likely to win in Uttrakhand where the party is leading in 48 seats of the 62 seats for which leads are available. The state Assembly has 70 seats.

It seems to be neck and neck in Goa where Congress is leading in 8 seats and BJP in 6 seats of the 20 seats for which leads are available on the EC website. The state has 40 seats in the Assembly.

The Congress is likely to win in Punjab where it is leading in 64 seats of the 116 seats for which leads are available. The state Assembly has 117 seats.

BJP's campaign led by Prime Minister Narendra Modi and party president Amit Shah appears to have paid off, the pain caused by note ban notwithstanding.

In Uttar Pradesh , BJP has cornered over 40 per cent of the votes counted so far, according to data available on the Election Commission website. Bahujan Samaj Party is a distant second with about 22 per cent share of votes

In Uttarakhand , the BJP has cornered nearly 45 per cent of the votes counted. Incumbent Congress has managed 33 per cent of the votes counted so far.

In Goa , the BJP has managed over 32 per cent of the votes counted. The Congress party, which is leading on seat share currently, has managed to get 26 per cent of the vote share.

In Manipur , the BJP has got nearly 34 per cent of the vote share. The party is also leading on seats share lead currently. The Congress party has so far got a little more than 28 per cent of the votes.

The only state where the party has performed badly is Punjab . BJP is the alliance partner of Shiromani Akali Dal in the outgoing government in the state. The party is lagging on vote share - so far it has managed to corner just about seven per cent of the vote share. In comparison, Congress has managed to get nearly 38 per cent of the votes.

Electors in all the five states for which votes are being counted today used the None of The Above (NOTA) option in the electronic voting machines.

The Election Commission’s website shows that in 345 Assembly Constituencies of the 403 constituencies in Uttar Pradesh for which leads are available show that 0.9 per cent of the electors pressed the NOTA button. In terms of votes 76,458 voters in UP pressed the NOTA button.

In Manipur leads for 16 of 60 seats are available which show that 0.4 per cent or 606 voters pressed the NOTA button. Similarly in Uttrakhand leads for 59 of the total 70 seats show that 1 per cent or 7,460 voters pressed the NOTA button.

In Punjab leads from 112 of the 117 show that 0.7 per cent of the electors or 19,897 voters pressed the NOTA button. In Goa leads for 16 of the 40 seats show that 1.2 per cent or 2,589 voters pressed the NOTA button.

Aam Aadmi Party's (AAP) ambition of acquiring a national footprint over the next few years looks likely to suffer a setback. Early leads from counting in Punjab and Goa, the two states where it had hoped to emerge as victorious, show the party lagging.

In Punjab , it is leading only in 21 of the 103 seats for which leads are available and it has so far managed to get 23.7 per cent of the votes counted.

In Goa , it is yet to gain edge on any seat. Data available on the Election Commission website show AAP has managed to get six per cent of the votes counted so far in state.

In Uttar Pradesh , leads are now available with the Election Commission for 24 of the 403 Assembly Constituencies. The EC website shows that BJP is leading in 17 Assembly constituencies, BSP in 2, SP in 2, Congress in 1 and Apna Dal in 1.

In Punjab leads are available for 46 of the 117 Assembly constituencies which show that Congress is leading in 20 Assembly constituencies, Shiromani Akali Dal in 11, Aam Adami Party in 13 and BJP in 1.

In Uttrakhand leads are available for two Assembly constituencies of the 70 with BJP leading in both.

In Goa leads are available for eight of the 40 Assembly seats with the Congress leading in 3 seats, BJP in 2, and Mahrashtra Gomantak Party, an Independent and the Goa Forward Party candidates leading in one constituency each at around 9.30 a.m.

In Manipur leads for two of the 60 seats indicate that the Congress and Naga People Front are leading in one seat each.

The large scale use of Electronic Voting Machines has ensured that the results can be declared on the same day as the counting rather than taking a few days if the votes were counted manually

Counting for 690 Assembly seats in five states including Uttar Pradesh (403 seats), Punjab (117 seats) and Uttrakhand (70 seats) is underway. Goa (40 seats) and Manipur (60 seats) are the other two states where counting has started.

While UP saw a seven phase elections and Manipur conducted elections in two phases the elections in the other three States were a one day affair. The counting of votes today brings down the curtains on a process which started on January 4 when the Election Commission announced the schedule for polling in the five states.

The polling in all the five states passed off largely peacefully with record seizures of cash, liquor and gold and silver.

The current Assembly elections are the first after the Narendra Modi Government’s demonetisation move in November last year. A total of 13.85 crore voters were eligible to cast their votes in over 1.47 lakh polling stations in UP, while 1.92 crore voters were eligible to cast their votes in over 22,000 polling stations in Punjab and over 73 lakh voters were eligible to cast their votes in over 10,800 polling stations in Uttrakhand.

The state elections have seen the Congress and Samajwadi Party form an alliance to try their fortunes in Uttar Pradesh while the Bharatiya Janata Party is in alliance with the Akali Dal in Punjab.

The Prime Minister campaigned extensively spending a few days in his Parliamentary Constituency Varanasi which went to polls in the seventh and last phase of elections in Uttar Pradesh.

In what is being called a “semi-final” before the general elections in 2019, these assembly elections also saw the Aam Admi Party moving out of Delhi and contesting in Punjab and Goa.
