To improve citizen-centric services, the government will soon allow applying for driving licences online through Aadhaar-based verification of identity.

There will be provision for time-bound services. With the use of Aadhaar, learners licence can be issued online.

“The proposed Motor Vehicles Amendment Bill has been approved by the Cabinet and the Road Transport and Highways Ministry will be presenting the Bill in the Lok Sabha over the next few days,” Road Transport and Highways Minister Nitin Gadkari said.

There is a proposal to make the driving licence and registration data-bases between States and Centre interoperable to prevent duplication of licences. There will be provision for computerised testing and dealers can issue vehicle registration.

Also, there is a proposal to open up the number of players who can offer last mile services in rural areas to improve transportation. There will be mandatory recall for defective vehicles. Insurers will have to pay the requisite compensation within the stipulated time. Also, highway contractors will be made liable for accidents caused due to faulty designs. The Ministry will take the Cabinet’s nod for vehicle scrappage policy.
