The Public Accounts Committee's (PAC) report on the 2G spectrum allocation scam was submitted on Saturday.
The PAC Chairman, Dr Murli Manohar Joshi, sent the report to the office of the Lok Sabha Speaker, Ms Meira Kumar, through officials. This move comes close on the heels of the controversial rejection of a ‘draft report' by a majority of the 21-member committee on Thursday.
The term of the PAC expired on Saturday. The Lok Sabha Speaker is yet to appoint a new Chairman for the next PAC, although Dr Joshi is tipped to had the body again.
Even as the PAC Chairman submitted the ‘report', the Congress contended that there was no PAC report as the earlier draft report had been rejected by 11 of the 21 PAC members.
“The Speaker (Ms Meira Kumar) should accept my report and allow it to be tabled in Parliament. Her view will be final,” Dr Joshi told a press conference here on Saturday evening. He, however, declined to comment on whether he had submitted a report that was “adopted” by the PAC or not.
“In my opinion, the report has been submitted. All the formalities for submitting it have also been completed,” Dr Joshi said. The PAC Chairman maintained that the rejection of draft report by a majority of the members on Thursday was “unconstitutional”.
Meanwhile, to a query on why former the Communications and IT Minister, Mr A. Raja, was not called by the PAC, Dr Joshi noted that he (Mr Raja) was in jail. He said that the procedures for calling Mr Raja would have taken too long and the Committee's term was also coming to an end. “If the successive committees (PAC) want to call him, there is no bar. If the JPC wants to call him, there is no bar,” Dr Joshi said.
