An intelligent traffic management system, with 70 signalised intersections, surveillance cameras and environmental sensors at junctions. Creation of multi-level car parks, with payment through a smart card. Establishment of an emergency response system. Enhanced public transport services, and installation of 1,200 passenger information systems (on board and at bus shelters).

Retrofits

Estimated costs Rs 958 crore

Design and develop a central business district (CBD), comprising an “institutional core area” over 40 acres and promote it as a hub for commerce, business and education; a water cycle restoration project over 30 acres; a government housing development project under which 3,800 dwelling units will be built over 30 acres; and a 5-km priority transit corridor, with a pedestrianised section.

Redevelopment

Estimated cost Rs 3,137 crore

About 36 per cent of Bhubaneswar’s population lives in slums. Mission Awaas, a series of four slum redevelopment projects, will provide 60,000 units for the poor, which will be cross-subsidised by building 1,200 or so units for high- and middle-income groups. In addition, working hostels and shelters for the homeless will be set up, along with 40 model anganwadi centres.

Funding options

Estimated total project cost: Rs 4,537 crore. Funding through PPP (Rs2,563 cr), mission funds (Rs 950 cr), convergence of national programmes (Rs 298 cr) and State schemes (Rs 227 cr), and other avenues.
