The Joint Action Committee of Vidyuth Employees, representing staff employed in State utilities, are seeking fair allocation of employee as per the AP Re-organisation Act.

V. Anuradha, Convenor, JAC, in a statement said the State and Central Governments have to respond immediately and see that the decisions of allocations are made in consultation.

The statement further mentioned that the Central Government should take steps to resolve this by framing the necessary guidelines and bifurcation of employees. The current mode of allocation has resulted in insecurity among the power sector employees. They demanded immediate intervention by the Central Government to take suitable action to stop the controversies.

As per AP Reorganisation Act, 2014, the Electricity Corporations come under Schedule–IX. As per Section 82 of the Act, bifurcation of employees of these corporations under Schedule IX can be taken up by the respective heads of departments (HODs).

The allocation has to be in a congenial atmosphere which requires efforts from both the successor entities, AP Transco and TS Transco. Due to some unilateral actions, the power sector employees are being subjected to severe mental stress. As per the Section 72 (2) of AP Reorganization Act, it is compulsory to give Option to each and every employee of State Cadre to decide the State of his choice to work.

Allocation of employees without giving Options to them is clear violation of the fundamental right given by Constitution of India, the statement said.
