The Delhi Chief Minister, Sheila Dikshit, said her Government would work towards making the Capital a “slum-free’ and “caring city”. A scheme to make Delhi kerosene-free would also be launched soon.

She was briefing the Planning Commission after the finalisation of the National Capital Territory’s annual Plan size for 2012-13 at Rs 15,682 crore here on Thursday.

The Chief Minister said the State had opted for a zero loan budget that would get around 92 per cent funding from its own sources. She said the 12th Plan outlay of Rs 90,000 crore would include Rs 83,137 crore from own sources.

Sheila Dikshit said outstanding debt had come down to Rs 28, 308 crore from Rs 30,140 crore in 2009-10.

The new schemes to be launched in this year, she said, would include Dilli SwarozgarYojana, under which members of SC, ST, OBC and minorities would get a loan of Rs 5lakh for self-employment.

To improve health indices during the 12th Plan, maternal and infant health care delivery systems would be restructured with the convergence of all related programmes. “Three new medical colleges and five nursing schools would be set up,” she added.

The Capital’s power generation capacity is also proposed to be increased to 4,730 MW during the Plan from the present level of 2,232 MW during 11th Plan.

In addition, a world class skill upgradation centre in collaboration with ITE Singapore was being set up, she added.

In his comments, the Plan panel Deputy Chairman, Montek Singh Ahluwalia, said the State’s performance in all sectors was appreciable.

The literacy rate in Delhi has increase from 81.67 per cent (Census 2001) to 86.34 per cent in 2011. The number of females per 1,000 males for the State in 2011 was 866 as compared to 940 at the All-India level. The child sex ratio (0-6 years) has declined marginally from 868 (2001) to 866 (2011).
