The consortium of GMR Infra and Megawide Construction Corporation has emerged as the leader in the public auction process to develop a new passenger terminal for Clark International Airport in Philippines.
The consortium of GMR-Megawide has pipped six others in fray with the lowest bid of P9.36 (about $186 million) billion against Government estimated cost of P12.55 billion. Since lowest qualified bid is the basis for selection of the developer of the new airport terminal, GMR-Megawide consortium, which already operates the Mactan Cebu International Airport, outbid six other consortium, including two Chinese consortia.
According to some online reports, the GMR-Megawide bid was the lowest when compared to offers made by Towking Construction Corp and China Machinery Engineering Corp Ltd, China State Construction Engineering Corp Ltd, China Harbour Engineering Co Ltd and Sinohydro Corp Ltd. However, the bids would be further scrutinised over the next few days and the award is likely to be made by December 18 and the ground-breaking for the project is likely by December 20, as per schedule.
The Bases Conversion and Development Authority, which is overseeing the bidding process, is aiming to increase the airport capacity from 4 million passengers per annum to 12 MPPA by 2020. The project being developed under the public-private, partnership project initiative will see the Government financing the construction of the terminal and the private sector will be handed over the operations and maintenance work.
