To centrally monitor compliance with regard to provident fund deposits as well as subscriber complaints, the Employees Provident Fund Organisation (EPFO) has constituted a Central Analysis Intelligence Unit (CAIU).

The CAIU has been asked to upload all inspection reports by field offices by August 22. Field offices have also been told to transfer all existing pending complaints to the central database by August 30, says an EPFO circular dated August 14.

A unified single website portal will be launched by September 1, and allotment of Labour Identification Number (LIN) to all establishments has to be completed by September 8.

“…The CAIU will prepare an annual report on the inspection services under his control and submit the same to the Central PF Commissioner,” says the circular.

The CAIU, consisting mainly of in-house expertise, will also liaison with Government departments and Ministries, such as the Central Board of Secondary Education, universities, Railways, Ministry of Small and Medium Enterprises, Commerce Ministry, Steel and Mines Ministry etc and “obtain available data in regard to all establishments registered with them.”

EPFO, which is entrusted with the retirement funds of over 8 crore organised sector employees, said industry chambers and associations will be persuaded to share all manpower related data. If need be, legislative changes in the EPF Act 1952 may also be considered to empower EPFO to collect such information.

To streamline the inspection process, CAIU will also prepare an office-wise list of establishments.

The inspection scheme was notified in June after being approved by the Central Board of Trustees consisting of Government, employers and employees representatives.

According to a written reply to the Rajya Sabha on August 6, Minister of State for Labour and Employment, Vishnu Deo Sai, said 75.56 lakh accounts had not been updated till March 31, 2014.
