A public hearing is being conducted here on June 26 over the expansion of the HPCL Visakha refinery project, according to a notification issued by the AP Pollution Control Board.
The capacity of the refinery, presently 8.33 million tonnes, will be expanded to 15 million tonnes at an investment of Rs 18,412 crores. The MoU with the State Government for the expansion of the refinery was signed here on April 29 at the time of the release of the industrial policy by the Chief Minister.
The Union Ministry of Environment and Forests has approved the terms of reference for the expansion project with facilities for residue upgrading and product quality improvement. Advanced refining technologies will be used in the expansion project.
The HPCL has also been contemplating setting up a green field refinery with a 15-million-tonne capacity for a long time. Land was allotted at Atchyuthapuram but the company could not start work and the allotment was cancelled. Subsequently, the HPCL has approached the AP Industrial Infrastructure Corporation (APIIC) again for allotment of land to set up the green field refinery, seeking the site between Vizag and Kakinada in the petroleum, chemical, petro-chemical industry region (PCPIR) coming up between the two port towns.
