Approval of a new skill development scheme for capacity building in the entire textile value chain has received widespread applause from the textile industry.

Reacting to the announcement, Raja M Shanmugham, President, Tirupur Exporters' Association thanked the government for considering the long pending requisition of the association for skilling new workers and upskilling of many others in the garment cluster "Recognition of prior learning is a need of the hour for Tirupur knitwear cluster which employs six lakh workers directly," he said and added that only by enhancing the productivity, the much needed competitiveness could be achieved for sustaining in the global market.

"Most of the labourers in the cluster are self-groomed without any proper technical skill orientation or training. This has brought in inconsistency in production and quality parameters. This void can now be addressed effectively," he added.

NIFT TEA College Knitwear Fashion skill division has already trained 15,000 workers and placed the trained candidates in TEA member units, the TEA President said.

Hailing the announcement, P Nataraj, Chairman, The Southern India Mills' Association said the textile industry requires training of workforce on a scientific basis and constant upgradation of skills to sustain in the global market.

The Textiles Ministry had earlier launched the Integrated Skill Development Scheme (ISDS) with a budget outlay of Rs.272 crore under 11 th Plan and Rs.1900 crore in the 12 th Plan. Around 11 lakh worker were benefited under the scheme.

The industry has been demanding a special scheme not only for training the fresh workers, but also for upskilling and skill upgradation of supervisors, executives, managers and entrepreneurs. This new scheme on a budget outlay of Rs 1300 crore for 2 years would help address the void.

The Indian textile industry has been lagging in productivity. Countries like China, Bangladesh and Vietnam have surpassed us in productivity. This new scheme therefore would enable the industry to adopt scientific principles for upgrading the skills of the employees and achieve higher productivity. He has said that the Scheme would also facilitate to cut cost and improve quality.
