The Andhra Pradesh Chief Minister, Mr N. Kiran Kumar Reddy, today directed the Municipal Administration and Urban Development (MA&UD) officials to see that the “Slum Free AP” programme is implemented with clear milestones and taken up on a mission mode.

According to statement from the Chief Minister's Office, Mr Reddy plans to take up the issue with the Ministry of Housing, Urban Poverty Alleviation Development, for early approval and Central assistance of the project.

The Chief Minister wants a dedicated team to oversee, monitor and implement the programme on a mission mode. He wants Andhra Pradesh to become a role model in the successful completion of the project.

The State Government had initiated a programme called “Slum Free AP” prior to the initiation of Rajiv Awas Yojana (RAY). That objectives of that programme was also similar to RAY's.

The Mission for Elimination of Poverty in Municipal Areas has been designated as the State Level Nodal Agency to monitor the implementation of RAY.

RAY — announced by the President in 2009 — seeks to make India slum-free by 2014. It proposes to provide slum-dwellers decent and affordable shelter, all basic amenities and social infrastructure — like community halls, urban health centres, primary schools, night shelters, livelihood centres — in slums. The facilities will be on a par with the rest of the town, eliminating slum-like conditions.

It envisages, for the first time, conferring property rights on slum-dwellers and prevention of formation of new slums by earmarking certain proportion of land or built-up space to the economically weaker sections and low income groups in all future developments.

There are 7,447 slums; 5,367 have been notified, 2,012 are yet to be notified.

In the first year for 1,00,888 dwelling units about Rs 3,091 crore is required. Additional Rs 1,685.06 crore is required for environmental and social infrastructure.

The Draft Andhra Pradesh Slum (Identification, Redevelopment, Rehabilitation and Prevention) Act-2010, which envisages conferring property rights on slum-dwellers, has also been prepared and is under consideration. The legislation envisages identification and declaration of slum areas, survey and identification of slum-dwellers, protection from eviction, and conferring property rights, among others.
