Dalit and tribal organisation said the Budget 2015 proposals fell short on its fiscal promises as it had taken away 57 per cent per cent of State money meant for welfare schemes for these two vulnerable sections of the society.
Terming the Budget as pursuing and “openly pro-corporate policy,” the National Campaign on Dalit Human Rights (NCDHR), – Dalit Arthik Adhikar Andolan (DAAA), said dalits/adivasis are being left out of , ‘Sab ka Vikas’.
The Scheduled Caste Sub Plan (SCSP) and the Tribal Sub Plan (TSP) have been denied adequate share of government funds, NCDHR General Secretary Paul Divakar, said in a statement.
“This year, dalits have been allocated only Rs 30,850 crore (Rs 43,208 crore in 2014-15), while the allocation is only Rs 19,980 crore ( Rs 26,714 crore last year) for adivasis. However, as per the SCSP/TSP Guidelines, the SCs should be allocated 16.6 per cent of the Plan outlay, which amounts to Rs 77,236 crore toward SCSP and the STs should be allocated 8.6 per cent of the Plan outlay, which amounts to Rs 40,014 crore towards TSP,” NCDHR General Secretary Paul Divakar said in a statement.
Pointing out that dalits and adivasis have been the backbone of economic growth through their contribution to agriculture and infrastructure development, Divakar said, they are paid far below the minimum wage and their health indicators, too, are poor compared with the rest of the population.
