It is believed that good managers should have the ability to take decisions, even the unsavoury ones, without succumbing to emotional pressures. As such, managers should be able to identify the right skill-set in prospective employees and hire the right people for the right job. Conversely, the manager should also be able, and willing, to fire someone who is not performing adequately.

The industry also believes that keeping non-performers increases their costs and if the labour laws are relaxed in their favour then efficiency would also increase as the staff would work better due to the fear of losing their jobs.
