The Madras High Court on Wednesday asked the TN Pollution Control Board to file a counter affidavit on Friday in response to a petition filed by the Tirupur Dyeing Factories Association seeking immediate restoration of power supply (single line connection) to the numerous Common Effluent Treatment Plants (CETPs) and bleaching and dyeing units in the area. These CETPs were ordered to be closed by the Court on January 28, 2011, following contempt petitions filed by the Noyyal River Ayacutdars Protection Association alleging ‘wilful' disobedience of the Court's directions in 2006.

The First Bench, consisting of Chief Justice M.Y. Eqbal and Mr Justice T.S. Sivagnanam, heard the petition on Wednesday. The petitioner, inter alia, sought direction to the authorities to restore power connection to the R.O. (reverse osmosis system) installed by the IETPs/CETPs for the purpose of maintaining the RO membranes as well as the bacterial tanks continuously so as to achieve zero liquid discharge (ZLD) according to the Court directions in 2006.

If power connection was not restored, the petitioner contended, there would be a set back for the steps taken so far in compliance with the orders of the Court. For the purpose of safety of the premises, single line power connection was essential for the dyeing/bleaching units.

The petitioner prayed for suitable direction to the TN Pollution Control Board, Chennai and the District Environmental Engineer, Pollution Control Board, Tirupur.
