The Centre is favourably evaluating proposals seeking a legislative solution to resume mining in Goa and Odisha.

“With regard to the cases in Goa and Odisha, the Centre is not in disagreement with miners and wants that there are no losses to the mining sector. The Centre is also of the opinion that there should be no laws that prevent mining in the future,” said Minister of Mines, Narendra Singh Tomar.

Tomar was speaking at the inaugural session of the 52nd Annual General Meeting of the Federation of Indian Mineral Industries (FIMI).

“There is a need should be an easing of norms for mining in the country. The Centre and State governments should proactively come to the aid of miners that face any difficulties during operations,” he added.

Mining lobbies in Goa have been pushing for enabling legislative changes that can resume mining in the State which was halted from March 15, after a February 2018 Supreme Court order. The apex court had quashed the renewal of 88 mining leases.

The Goa State Assembly also passed a resolution asking the Centre to seek measures to restart mining. One of the proposals on the table is an Ordinance to the Goa, Daman and Diu Mining Concessions (Abolition and Declaration as Mining Leases) Act, 1987.

Mining lobbies said an immediate resumption of mining in the State can happen if the Centre tweaks the applicable date of the Act, effectively extending the mining leases.
