The Union Cabinet on Wednesday took a host of decisions including clearing the Indian Medical Council (Amendment) Bill, 2019, SEZ (Amendment) Bill, 2019, and the Aadhaar and Other Laws (Amendment) Bill, 2019.

It also ratified the Multilateral Convention to Implement Tax Treaty Related Measures to Prevent Base Erosion and Profit Shifting (MLI).

The new Medical Council Bill provides for the supersession of the Medical Council of India (MCI) for two years from September 2018. During this period, the Board of Governors shall exercise the powers and functions of the MCI.

The SEZ Bill envisages that a trust or entity notified by the Centre will be eligible to be considered for grant of permission to set up units at SEZs.

With the ratification of the MLI, India's treaties will be modified to curb revenue loss through treaty abuse. This is also expected to plug base erosion and profit shifting strategies by ensuring that profits are taxed where substantive economic activities generating the profits are carried out and where value is created.

The Aadhaar Bill proposes that no individual shall be compelled to provide proof of possession of Aadhaar number or undergo authentication for the purpose of establishing his identity unless it is so provided by a law made by Parliament.

These bills will be put to vote before the house in the coming session of Parliament.

A host of bilateral MoUs — with Russia, Bolivia, Finland, Thailand and Kyrgyzstan — also got the Cabinet nod.
