The Odisha government has come up with yet another tender for the purchase of solar power. Just like the existing practice, the state government wants a developer to put up a 25 MW plant and sell power to the state’s electricity distribution company at rates arrived at through a competitive bidding process.
The winning tariffs arrived at under the previous two bids were Rs 7 and Rs 7.28 per kWhr. However, in the first case, only 5 MW was finally allotted to the winning bidder.
The ‘request for proposal’ says that it expects further reduction in tariff.
Bidders should have a net worth of Rs 67.5 crore to be eligible to participate in the bidding process. The winning bidder shall achieve financial closure within 210 days of signing of the power purchase agreement which will be for 25 years.
The capacity utilisation has been fixed at 17.8 per cent, with tolerance limit of 10 per cent on either side. While no payment would be made for generation above the tolerance limit, any fall in generation below the lower limit shall attract a penalty of 50 paise per kWhr.
“In the event of grid failure, any energy generation that was lost would be determined based on on-site conditions and would be deemed to be injected to the grid. This would be used for fulfilment of generation obligations but monetary reimbursement would not be provided to the developer for lost generation,” says the tender documents.
