The inter-ministerial consultation on draft Electronic Service Delivery Bill is set to kick off soon. The draft legislation seeks to make it mandatory for government agencies to deliver public services in electronic mode within five years of its enactment. “The final draft is being circulated to Ministries before seeking Cabinet approval,” the Communications and IT Minister, Mr Kapil Sibal, said here. According to the draft, Government agencies will have to publish the list of public services to be delivered through electronic mode, the targeted date for making these e-services available, the modalities of service delivery, and grievance redressal mechanism.
The stipulated timeline of five years for delivering e-services can be extended by three years. Electronic services include online payment of bills for various civic services, driving licences and passport amongst others. The draft also talks of the creation of Central and State electronic service delivery commission that will monitor the implementation of these services on a regular basis.
