Computerisation of treasuries in Jharkhand has not only ensured an efficient financial management, but has also eliminated the possibility of forged withdrawals, according to the Jharkhand Economic Survey 2010-11.

“All 24 treasuries and seven sub-treasuries are computerised and connected to JHARNET (Jharkhand State Information & Communication).

“All banks which conduct business of the treasuries are also linked with the state data centre and the treasuries concerned with high speed leased lines,” said the survey.

JHARNET is the communication network built for the use of the State Government and its various departments.

The computerisation, the survey further claims, has ensured efficient system of financial management, eliminating the possibility of forged withdrawals and there has been a significant improvement in fiscal jurisprudence.

“The details of every bill passed in any of the treasuries are made available to the state headquarters and the banks immediately... eliminating long process of bill processing and realisation,” it says.

The system not only record withdrawals, but also generates revenue-based data, the survey says, adding the system can send alarms on overdraws and has been a great tool in bringing about fiscal discipline.

Stating that the transport department had been facing problems like corruption among agents, the report said the government had implemented automating and networking in all offices of the department in the State.

“Now the details of any vehicle can be obtained online, including its ownership and accident details and duplicate copies of all documents... Permits can also be obtained online.”

Lodging of grievances and application for information under the Right to Information Act can also be done online, it added.
