The date for filing notices on issues to be raised in Parliament is December 12 and the Opposition parties have started deliberating on floor coordination to nail the Centre on the issues of corruption.

There is an understanding among the Opposition parties that notices have to be served to discuss the alleged increase in wealth of Jai Shah, the son of BJP President Amit Shah, the Rafale deal and the allegations against personal staff of Transport Minister Nitin Gadkari.

The leaders of Opposition parties will decide on the format of the notices and the Rule under which they have to be filed.

“Some issues are of high importance. We have not decided the final shape of the notice,” a senior Opposition member in Rajya Sabha told BusinessLine.

There is a competition among Opposition members too. If the Chair allows a discussion based on a particular rule, the person who files the first notice gets the chance to initiate the debate. So parties may give same matter under different rules.

Though there are discussions among Opposition parties, the format of such notices are still undecided because of this competition. “There is a lot of time left (for filing notices). We are busy with the Gujarat campaign now,” said another leader.

GST, note ban

The Opposition parties will also demand discussions on the implementation of GST and “ill-effects” of demonetisation. The discussion on an amendment to the GST law is scheduled to take place during the session. This debate is likely to turn into a discussion on its implementation. The Opposition has been arguing that the GST Bill has several flaws and it is being implemented in a hurry.

The Opposition has been alleging that the Centre wants to run away from discussions and that was the reason why the Winter Session was delayed. The House will sit for 14 days between December 15 and January 5.
