The State Cabinet has approved a gross annual Plan of ₹30,534.17 crore for the State for 2016-17, inclusive of ₹6,543.17 crore in Centrally sponsored schemes.

That leaves a draft annual Plan for the State with a size of ₹24,000 crore, an improvement of 20 per cent over that of the current year. The gross annual Plan is 9.7 per cent higher than the current year.

Local bodies

A meeting of the State Planning Board held on Monday had referred the annual Plan for the consideration of the Cabinet.

Of the draft annual Plan, ₹5,500 crore will devolve to the local self-governments next fiscal, of which ₹500 crore is in additional grant.

After providing for the ₹1,485 crore set apart for the Kerala State Electricity Board, the allocation to the local self-governments will amount to 24.43 per cent of the total.

An amount of ₹2354.40 crore has been earmarked for special components Plan, of which ₹1315.50 crore will go to the Department of Scheduled Caste Development and the rest to the local self-governments.

The allocation to the Department amounts to 9.81 per cent of the annual Plan, which is more than the share of scheduled caste population as per 2011 census (9.10 per cent).

Tribal sub-Plan

The tribal sub-Plan gets ₹532.80 crore, which is 2.2 per cent of the annual plan. There is another ₹150 crore set apart to it in additional grant.

This takes the total share for the Department of Scheduled Tribe Welfare to ₹682.80 crore, which is 2.85 per cent of the annual Plan, and adds up to more than the share of the beneficiary population (1.45 per cent).

Infrastructure development gets 10.57 per cent of the plan funds. The major projects identified are the Palakkad Mega Food Park, Ottapalam Defence Park, Kochi Petrochemical Park, Kochi Electronic Hardware Park, Vizhinjam International Seaport and Container Terminal, Kannur airport, Kochi Metro, Light Metro at Thiruvananthapuram and Kozhikode, Mobility Hub, suburban railway, Kochi integrated water transport system, Bakel airstrip, acquisition of land for industrial and other purposes, and the annuity plan of National Games.
