End of disruptions is not in sight as both the Opposition and the government failed to initiate any discussions even as both the Houses witnessed frequent adjournments over the protests on Wednesday too. The Opposition continued to demand a Joint Parliamentary Committee probe (JPC) into the Rafale deal, while the BJP ruled out such a probe citing a Supreme Court order that rejected a plea for an investigation into the issue. MPs belonging to the Telugu Desam Party, the AIADMK and the DMK were demanding the Centre to implement the Supreme Court order on Cauvery issue.

Rajya Sabha, for the sixth day, was adjourned without transacting any business. Lok Sabha also witnessed repeated adjournments, but could pass the Surrogacy (Regulation) Bill amid the protests.

Speaker Sumitra Mahajan could not take up a discussion on the the Consumer Protection Bill, which will now be taken up in the Lower House on Thursday.

Privilege notice

The Opposition members have also moved a Privilege notice in both the Houses against the Centre, saying the government misled the Supreme Court that the Public Accounts Committee has examined a CAG report on Rafale.

Raising the matter, Opposition members stormed to the well of both the Houses. “It is very clear that none of you wants the House to run. I don’t want this (ruckus) to be seen by the people,” said Chairman Venkaiah Naidu.

Leader of the Congress in Lok Sabha, Mallikarjun Kharge, said there are serious apprehensions in the minds of the people over the Rafale deal and this needs to be probed by the JPC. Parliamentary Affairs Minister Narendra Singh Tomar told the House the Centre is ready for a discussion on this issue, but rejected the demand for a JPC. Home Minister Rajnath Singh also said the government is ready to discuss any issues demanded by the Opposition, including the Rafale deal.

“If you want to solve the Cauvery issue, you have to discuss it...I am not saying no to discussion. If you want to solve the problem, this is not the way...The message that goes is that you don’t want to solve the problem,” said Speaker Sumitra Mahajan.
