A fresh row is brewing in Doordarshan and All India Radio (AIR) — the two public broadcasting arms. This time it is over the appointment of Director-Generals for the two arms.

The National Federation of Akashvani and Doordarshan Employees (NFADE) have alleged that the names selected by the Prasar Bharati Selection Board for the DGs posts have been altered.

They alleged that the Ministry of Information and Broadcasting wanted the board to change the order of names to pick an IAS officer to head Doordarshan, while proposing a DD insider to head the AIR.

The changed listed, they alleged, was sent to the Department of Personnel and Training for approval before forwarding it to the Cabinet Committee on appointments for final approval.

On March 16, 2011, the Prasar Bharati Selection Board sent a letter to the Ministry, relating the selection process, who all attended the interview and the names recommended by it.

According to the report, a copy of which is available with Business Line, the Board recommended three names for the post of DG of Doordarshan.

An insider, Mr L.D. Mandloi, Deputy Director General of Doordarshan, topped the list, followed by Mr Tripurari Sharan and Mr Ram Subhag Singh, both belonging to Indian Administrative Service, representing Bihar and Himachal Pradesh cadres.

For the post of DG of AIR, the Board recommended the names of Mr G Jayalal, Deputy Director-General of AIR, and Mr L D Mandloi, DDG of Doordarshan, to head Doordarshan. Mr Mandloi is the acting DG of Doordarshan.

While Mr Mandloi had put in his entire service in Doordarshan, Mr Jayalal had been serving AIR through out his service.

So far, so good, NFADE said.

“We came to know that the Ministry had asked the Board to reconsider and alter the order of names to bring in an outsider to head Doordarshan,” they added.

“Employees of AIR and Doordarshan were expecting the Board to pick insiders to head the two wings of Prasar Bharati. Insiders know and feel the pulse of the wings better,” Mr Anilkumar S. Chairman of NFADE, said in a letter to Ms Mrinal Pande, Chairperson of Prasar Bharati Board, a week after the Board completed the selection process.

A worried NFADE hascopy of the letter to Ms Ambika Soni, Union Minister for Information and Broadcasting, asking her stick to the original recommendatory report sent to the Ministry.
