Toll collection contractors on national highways may end up paying ₹10 lakh as penalty if they do not provide the requisite change of ₹5 and instead hand over namkeen , coffee or wafer packets.
The National Highways Authority of India (NHAI) has decided to implement such a rule for toll plazas that are administered by it.
The NHAI has also asked all developers to display — in simple terms — the penalty that is to be levied for each such incorrect practice.
This would ensure that users are aware of the measurable quality of service levels that they are supposed to get when they use roads and the penalty levels involved in case they do not get the desired service. For instance, at present, there is a penalty of ₹1 lakh for such offences. In a recent notification, the NHAI said this clause will be inserted in all future contracts that will be awarded to developers. NHAI’s contracts have clauses that allow for rounding off to the nearest ₹5 denomination. The clause of rounding off the toll amount to nearest ₹5 was implemented after the 2008 toll policy was notified. Road projects awarded before had a policy to allow rounding off to the nearest ₹1.
