The Andhra Pradesh Cabinet today approved State Civil Aviation Policy packed with incentives and Rs 100 crore revolving fund, setting up of a Fibre Grid with an outlay of Rs 4700 crore, and taking up issues relating to AP Reorganisation Act and Governor’s role with regard to common areas with the Centre.

Briefing newspersons here after the Cabinet meeting, Palle Raghunath Reddy, State Information Minister said the Cabinet chaired by the Chief Minister N Chandrababu Naidu, while deliberating about injustice meted out to AP due to bifurcation, resolved to take up with the Centre and have various issue resolved with consent.

The Aviation Policy approved today seeks to encourage setting up of Greenfield airports and also expanding the existing ones at Vijayawada, Tirupathi and Visakhapatnam, and new airports at several other locations.

Apart from providing for a Rs 100 crore revolving fund, it seeks to offer 100 per cent stamp duty exemption for land, electricity duty exemption and various other incentives.

The Minister said the Rs 4700-crore fibre grid seeks to provide high speed broadband network right up to homes, with the Centre providing Rs 3790 crore and the rest to be borne by the State Government.

On the AP Reorganisation Act, the Cabinet was of the view that the State is faced with a number of problems as there are lacunae in the Act leading to inter-State issues.

It felt that there is lack of clarity with regards to powers of the Governor when it comes to common areas and also division of assets between the two States particularly with regard to public undertakings and corporations.

Even with regard to the Commercial Taxes, the State felt that due to division related issues, it had to contend with a loss of Rs 3800 crore. The Cabinet felt all these issues need to be sorted out.

The Government has decided to credit amounts into DWCRA women self help groups accounts as was promised during the elections last year. The amounts would be disbursed from June 3.

ECONOMIC DEVELOPMENT BOARD

The State has decided to constitute an Economic Development Board modelled on the lines of some countries with the sole objective of encouraging investments.

To be chaired by the Chief Minister and based in Vijayawada, its mandate would be to attract investments of over Rs 2,00,000 crore over the next few years, he said.
