Some1.8 million people are eligible to vote in Kosovo elections, including ethnic Serbs living in enclaves, the largest and most volatile of which are in northern Kosovo. Many of the Serbs oppose an independent Kosovo and have sought to retain links to Serbia proper.
Officials elected in the poll are due to integrate the north into Kosovo’s structures of authority, in line with an agreement that Belgrade and Pristina struck under EU mediation in April.
A good election is a condition for Serbia to start EU membership talks and for Kosovo to move toward closer ties with the bloc. It took the first step with an association agreement last week.
