Govt tells 7 bodies to submit self-sufficiency plan

Industry Ministry asks them to prepare vision statement; suggests a road map

New Delhi , April 18

The Government has asked seven institutions under the Ministry of Industry and Commerce to prepare plans to become self-sufficient by commercialising their capabilities and taking advantage of the new patent regime.

Three of these institutions have already been told to submit their respective plans on revenue generation within a month and the others too are being told to do the same soon, the Minister of State for Industries, Mr Ashwani Kumar, told Business Line.

The seven institutions are — Central Manufacturing Technology Institute (CMTI) in Bangalore, National Productivity Council (NPC) in Delhi, National Institute of Design (NID) in Ahmedabad, Automotive Research Association of India (ARAI) in Pune, Indian Rubber Manufacturing Research Institution in Thane, Quality Council of India in Delhi and Central Pulp & Paper Research Institute in Saharanpur.

These institutions are primarily engaged in research and development activities.

Vision statement

The Ministry has asked the institutions to prepare a vision statement for the future and has also suggested a roadmap based on which such future plans could be developed.

Some of these institutions at present already undertake industry-sponsored projects. For example, several important industry-sponsored projects have been successfully completed by the Pune-based ARAI, such as development of electronic carburettor and deceleration cut-off system, optimisation of CNG engine to meet the current emission norms, development of conversion kit for bio-fuel operation on three-wheeler and various sponsored projects on road load, noise and vibration data collection analysis and simulation testing.

Mr Kumar said the institutions are being suggested to include, in their future plans, ways and means for patenting their proprietary technologies, regular interactions with private industry for commercialisation of their operations. They have also been told to update their capabilities so that they can simultaneously cater to the needs of the small and medium enterprises across the country, he said.
