RBI issues norms for engaging telemarketers

Mumbai, July 3 Tired of receiving calls for a new credit card or an attractive loan offer on phone? A customer unwilling to receive such calls can now heave a sigh of relief with the Reserve Bank of India asking banks not to engage telemarketers (DSAs/DMAs) without a valid certificate from the Department of Telecommunications.

“Banks should not engage telemarketers who do not have a valid registration certificate from DoT, Government of India, as telemarketers,” said a RBI notification.

The central bank has further asked banks to furnish the list of telemarketers engaged by them along with the registered telephone numbers to Indian Banks Association which will be responsible to forward the same to the Telecom Regulatory Authority of India within three months from the date of issue of the guidelines.

“Banks should also ensure that all telemarketers currently engaged by them register themselves with DoT as telemarketers within a period of three months,” said the notification.

As per the laid down procedure, the telemarketer (DSAs/DMAs) shall get automatically registered with National Do Not Call (NDNC) Registry while they register themselves with DoT. Banks have been advised to initiate prompt action to ensure compliance with the TRAI regulation within the prescribed time frame. The Private Do Not Call List will include telephone numbers and other details of all such subscribers, which will be updated online. The telemarketers will be required to submit the calling list to the NDNC registry where it will be modified/scrubbed by excluding the numbers listed in the registry. The modified/scrubbed list will be then transferred online back to the telemarketers for making calls.
