Mumbai , Oct. 19 THE Maharashtra Government will not appeal against the verdict of the Bombay High Court in the mill land case. However, it will seek legal advice on the implications of the verdict. There is still ambiguity about the verdict, the Chief Minister, Mr Vilasrao Deshmukh, told reporters after the weekly Cabinet meeting here on Wednesday. On the remarks passed by the High Court on his Government, Mr Deshmukh said, "We have not read through the whole verdict, as Government does not have a certified copy. We only have the operative judgment. Our decision of 2001 has not been challenged but only the 2003 interpretation," he said. Mr Deshmukh said that the changes in the Development Control Regulation (DCR) had helped mill workers regain past dues from the closed mills. The decision was taken in the interest of the workers. The change of law was undertaken only because the mill owners did not come forward for the redevelopment of their land until 2001, he said, adding that between 2003 and 2005, the mill owners settled workers' dues and arrears to the tune of Rs 600 crore. Mr Deshmukh accepted the charge that the city had lost open spaces to new construction but shifted the onus of executing the DCR on the Municipal Corporation. Meanwhile, in a parallel development, Mr Deshmukh announced the induction of 11,021 new personnel in the State police department, of which 1,886 were for the Mumbai region. This new induction will cost the exchequer Rs 141 crore, he said.
