Exporters can file duty rebate claims at Commissionerates

THE Government has now initiated one more step towards facilitation of trade and simplification of indirect tax procedures, with the objective of reducing transaction costs for Indian exporters.

In view of the growing international trade through minor ports in the country, it has now been decided to allow filing of rebate claims by exporters and execution of bond or Letter of Undertaking (LU) at all Commissionerates of Central Excise in the country, where sea-port, airport, land Customs station and post-office of exportation are located. Earlier, the filing of such claims was restricted to specific designated offices.

Previously, an exporter could execute a bond or LU for export purposes without payment of excise duty or file rebate claims of duty paid on finished goods with the Maritime Commissioner. The definition of Maritime Commissioner has now been amended through a recent circular, under which he is re-defined as a Commissioner of Central Excise, under whose jurisdiction one or more port, airport, LCS or post-office of exportation is located.

Exporters, say trade sources, now have more options to file claims for rebate of Central excise duty paid from the place where the export takes place.
