TRAI issues 2nd consultation paper on CAS

THE Telecom Regulatory Authority of India (TRAI) has come up with a second consultation paper on Conditional Access System (CAS), which flags off issues related to making the system mandatory, whether to allow pay channels to carry advertisements and price regulation of these channels.

TRAI has sought views on whether CAS should be introduced for viewing pay channels and or not should it be made voluntary for service providers. It is also seeking an opinion on whether there should be any price regulations on pay channels, by what methodology should the price be determined; should bundling of pay channels into bouquets be allowed and should there be a uniform rate of service for cable. It has also sought views on whether the Rs 72 price for basic tier service of cable operations needs to be reviewed.

TRAI has also asked the stakeholders whether ads on pay and free-to-air channels be regulated and should ads be at all allowed on pay channels. It has also brought into focus the issue of denial of signal of TV channels to cable/direct-to-home operators and denial of carriage of channels by MSOs, asking opinions on whether this would be deemed anti-competitive.

The regulator has also posed a query on whether `must carry' of a channel be made mandatory for all cable and DTH service providers and whether TRAI should set quality standards for cable TV services.

The industry has been given time till May 7 for giving its inputs. The regulator would also have Open House Consultations on the issue in Chennai, Delhi and Mumbai.
