THE steel companies, both in the public and private sectors, are up in arms against the Railways for proposals relating to revision in demurrage rates, drastic reduction in free time for wagons and modification in certain other rules. On implementation, the proposals, which are contained in the Rail Budget for 2005-06, are to slap substantial additional financial burden on the steel companies.Predictably, the steel companies have pleaded with the Railways for keeping in abeyance the implementation of the proposals. The Railways is yet to respond positively to the appeal. Its senior officials plead helplessness in this regard.

It is not simply a dispute between the steel plants and the Railways, it is pointed out. The root of the problem lies much deeper. In the process, a vital sector of the economy stands to suffer.
