Letters Land reforms
The West Bengal Chief Minister, Mr Buddhadeb Bhattacharjee has "emphasised the need to implement land reform programmes to improve the plight of rural masses" in the article titled, `Implement land reforms: West Bengal CM' (Business Line, August 8). But land reform is not a panacea for all the problems of agriculture and rural masses. In Kerala land reform was implemented. But agriculture has not flourished; it has not solved the problems of the farm sector or the farmers. Today, labourers from far away Bihar are working on road projects in Kerala. In the present circumstances the farm sector needs investments, steps to increase productivity and production, infrastructure development and building up agro or related industries to absorb the excess labour in the sector. Involving corporates could help both. And giving the rural masses quality education is an imperative if India is to progress. A. Jacob Sahayam Thiruvananthapuram
