GoM finalises uplink-downlink policy

THE Group of Ministers (GoM) has, on Tuesday, finalised in principle the uplinking and downliking policy for television channels. According to sources in the GoM, the policy will be taken to the Cabinet shortly.

They also said that the crucial clause related to mandatory sharing of rights with the national broadcaster Prasar Bharati would be applicable to those rights that have been acquired after the policy was in place.

"Broadcasters who have already acquired telecast rights to important events may not have to compulsorily share them with Doordarshan," they said.

While broadcasters like Sony and ESPN-Star Sports have expressed their willingness to share cricket rights with DD on a commercial basis in the past, others have been unwilling to share the feed stating copyright violations and devaluation of the deal.

The Cabinet had referred both the policies to a GoM under Defence Minister, Mr Pranab Mukherjee, in July.

While the downlinking guidelines attempted to introduce a regulatory framework for channels beaming into the country, the uplinking policy looked into issues such as sharing telecast rights of sporting events with Prasar Bharati and allowing foreign institutional investors to invest in news and current affairs channels.

The Information and Broadcasting Ministry had proposed that sporting events of national importance be shown on Doordarshan's terrestrial network as well.

Currently, there is no such provision in the guidelines and most of the sports events — held both in India and outside the country — are shown on Doordarshan after the intervention of court.
