AP plans integrated approach to amenities

THE State Government has decided to adopt an integrated approach to the development programmes pertaining to basic amenities aimed at effectively meeting the community needs of the State population in a phased manner.
The new development programme, designed to provide ten identified basic amenities to all the villages and towns in the State by 2009, would involve a total outlay of Rs 23,000-crore and would begin from April 1 next year, the Chief Minister, Dr Y.S. Rajasekhara Reddy, announced here on Wednesday.
The set of ten identified basic amenities under the programme include housing, drinking water, sanitation, power supply, primary health and primary education and road links.
The Government has also decided to do away with the existing concept of beneficiary's contribution since it was found that the benefits hitherto reached only the richer segment of the eligible population that could afford to make contributions.
In the first phase of the programme, the villages affected by extremist activities would be given top priority. This would cover about 25 to 30 per cent of the total 26,000 gram panchayats in the State.
According to the Chief Minister, the process of identification of beneficiary villages would be completed by November 15 in consultation with the local people through gram sabhas and all-party committee meetings.
