316 Govt depts to have comprehensive staff profile


The enumeration staff will record the profiles of the employees as on March 31, 2006.

Hyderabad , Aug. 21

The Andhra Pradesh Government is preparing to undertake a census of employees in the public sector. The census will give a comprehensive profile of employees working in 316 Government departments — details of salaries, date of birth, date of retirement, whether the job is permanent or temporary and educational qualifications.

"This will help the Government in evolving policies. The data will help it understand the financial implications of any decision taken by it," Dr Saroja Rama Rao, Director, Directorate of Economics and Statistics, told Business Line.

Also, the data would indicate the contribution of the employees to the GSDP (Gross State Domestic Product).

The Government has appointed a steering committee, headed by Mr A.K. Goel, Principal Secretary, and convened by the Director. The census process would be kicked off shortly.

The enumeration staff will record the profiles of the employees as on March 31, 2006. They will cover all the 210 towns, 1,128 mandals and 28,123 villages. The Directorate has decided to make it a broad spectrum exercise by even counting the anganwadi workers operating in villages and working on honoraria.

The census, undertaken every five years, would be completed by April 2007. The strength of employees was 12.28 lakh. "This time we are expecting that the number will cross the 13-lakh mark," she said.

Increasing the scope of the census this time, the Directorate would also take into consideration judiciary, legislative assembly and endowments. "The number of departments under scanner would go up to 316 from 284. These new entries would boost the numbers," she said.

There were 30,000 temples in the State. The census would count the number of archakas (priests) and other staff working for these temples.

The State had begun census of its employees way back in 1976 when the number was 6.78 lakh. The number went up to 7.75 lakh in 1981, 10.28 lakh in 1988 and 11.94 lakh in the 1994 census.

Future plans

In order to make the census process easier and useful, the Directorate plans to open a Web interface that would help the in-charges of the 316 departments update on the changes in the respective staff profiles every quarter . "We are planning to develop a software in this regard," Dr Saroja said.
