Telecommunications TRAI mulls penalty on spectrum `hoarders' Thomas K Thomas
New Delhi , Aug. 23 The Telecom Regulatory Authority of India (TRAI) is considering imposing a penalty on operators who are hoarding spectrum. The move comes after the telecom regulator had sought the intervention of the Department of Telecom (DoT) in asking companies to surrender excess spectrum. TRAI had mentioned that four mobile players MTNL, Bharti Telenet, Shyam Telecom and HFCL - had spectrum that were not being used for offering telecom services. TRAI had also highlighted that non-telecom entities such as the defence, railways and power utility companies were also sitting on huge amount of spectrum at a time when the commercial mobile operators are facing a crunch due to inadequate radio frequency. TRAI had informed DoT that MTNL had three carriers that were unused while Bharti Telenet had two carriers in Madhya Pradesh. Shyam Telesystem has been asked to vacate two carriers in Rajasthan and HFCL to relinquish two carriers in Punjab. The DoT had earlier set a benchmark in terms of number of subscribers for allocating spectrum. The companies on the TRAI list do not meet the benchmark set by the DoT and therefore they have been asked to give up excess spectrum. The operators were however not too happy with the stance taken by the TRAI and DoT. MTNL has said that it will not give up the radio frequency as it needed it for its expansion plans.
