Co-developer status to SEZ cos granted

New Delhi Feb. 2 The Board of Approval for Special Economic Zones (SEZs) today granted co-developer status to some major companies including Motorola India Pvt Ltd, Foxconn India Developer Pvt Ltd, Ascendas Mahindra IT Park Pvt Ltd and two units of Mahindras, besides Petronet LNG Ltd.

At its meeting held under the chairmanship of the Commerce Secretary, Mr G.K. Pillai, the board also issued authorisation operations for developers and co-developers to as many as 30 of the 63 notified SEZs. An official release said that the three co-developers in Mahindra World City SEZ include Mahindra Integrated Township Ltd, Mahindra Holiday Resorts and Ascendas Mahindra IT Park Pvt Ltd.

New approvals

Both Motorola India and Foxconn India are in the SIPCOT SEZ at Sriperumbudur, Chennai, while Petronet LNG Ltd as co-developer is in Cochin Port Trust. Integrated Warehousing Kandla Project Development Pvt Ltd as co-developer at FTWZ in Kandla SEZ has been approved. The other two co-developer status approvals were granted to Leela Lace Holdings Pvt Ltd in Info Park SEZ at Kochi and DLF Assets Pvt Ltd in the DLF Info City Developers (Chennai) Ltd — IT/ITES SEZ in Ramapuram, Chennai.

Officials said that as the per the SEZ Act 2005 and the SEZ Rules 2006 subsequently notified, the co-developers also are entitled to all the tax concessions and other benefits conferred on the developers.

Operation process

The board also cleared the pleas from notified SEZs for authorised operations to as many as 30 SEZs, which include among others HCL Technologies Ltd, Quarkcity India Pvt Ltd, Wipro Ltd, DLF Ltd, Satyam Computers Services Ltd, L&T Tech Park Ltd in the Infopark at Kochi, Shriram Properties Ltd — all in IT and IT Enabled Services SEZ.

Others who were granted authorised operation approval include FAB City SPV (India) Ltd SEZ for manufacturing and developing semi-conductor facility at Hyderabad; Whitefield Paper Mills Ltd for writing and printing paper mill SEZ at Godavari district, Andhra Pradesh; Dahej SEZ for multiproduct SEZ in Gujarat and MIDC sector-specific for agro products at Latur in Maharashtra.

When contacted about the implication of the board in issuing authorised operations for notified SEZs, Mr Pillai, told Business Line that after notification is issued to the SEZs when they complete all preparatory formalities, a final authorisation directing commencement of operation for civil construction work to undertake designated tasks in developing the SEZs is issued by the Board.

This would help in enabling the developers or the co-developers to get the rebates on taxes for bulk movement of construction material and other benefits for which they are entitled.
