Public Procurement Bill to have uniform policy

Hyderabad, Oct. 15 In order to streamline procurement of various State Government departments, the Andhra Pradesh Cabinet has approved creation of the AP Public Procurement Bill.

“The Bill, once approved by the President, will help in having a uniform policy for procurement of machinery and other works of a particular department. It will also help in bringing about transparency in procurement procedures,” Mr Anam Ramnarayan Reddy, Information and Public Relations Minister, said after the Cabinet meeting here on Wednesday.

The Bill will have a provision for a three-member regulatory authority. The legislation has already been introduced in Karnataka and Tamil Nadu.

OUTER RING ROAD

The Council of Ministers also approved the enhancement of project cost from Rs 2,700 crore to Rs 3,123.53 crore of Japan Bank for International Co-operation (JBIC) funding for the stretch between Shamirpet and Pedda Amberpet under Hyderabad Outer Ring Road (ORR) Phase-11.B programme.

“The total length of the proposed outer ring road is 158 kmand has more significance than merely serving as a bypass to the city, as it connects major arterial roads, besides the Major District Roads and city roads,” Mr Reddy said.

He added that on the total stretch of the ORR with an investment of Rs 150 crore, a new system called Intelligent Transport System is being introduced.

“This is expected to identify traffic snarls and indicate the same so that traffic can be diverted in other lanes,” Mr Reddy said.

The Cabinet also approved an additional investment of Rs 400 crore for converting four-lane roads to six-lane radial roads.

Mr Reddy also said that the total cost of the ORR project is estimated at Rs 6,000 crore out of which Rs 699 crore will be spent in the first phase, Rs 2,400 crore in Phase-IIA and Rs 4,100 crore in Phase II.B.

According to him, the additional Rs 1,000 crore will be spent on the Intelligent Transport System, improvement of radial roads, and other activities like R&R will be taken up.
