Dumping duty on BOPP film imports

THE Finance Ministry has imposed definitive anti-dumping duty on imports of biaxially-oriented polypropylene (BOPP) film from Taiwan, Hong Kong, Indonesia, Oman, Singapore and Thailand.

BOPP film is primarily used by the packaging industry. It is used mainly in packaging, adhesive tapes, capacitors, synthetic paper, lamination and cigarette wrapping. The petition seeking anti-dumping investigation had been filed by BOPP Film Producers Association, New Delhi, on behalf of the domestic industry.

The designated authority had recommended certain specific definitive anti-dumping duty on all exporters of BOPP film from Taiwan, Hong Kong, Indonesia, Singapore and Thailand. However, in the case of Oman, no definitive anti-dumping duty had been recommended on exports of BOPP film by Al Khaleej as this company had given a `price undertaking', industry sources said.

The Revenue Department had accepted the `price undertaking' of Al Khaleej of Oman and held that a definitive anti-dumping duty would be applicable on their exports only when the BOPP film are exported to India at prices lower than that at which an undertaking had been given.
