AP Budget to be presented on June 23 — Appropriation Bill passed

THE Andhra Pradesh Budget will be presented on June 23. The Andhra Pradesh Chief Minister, Dr Y.S. Rajasekhara Reddy, announced on Saturday that the Legislative Assembly would be convened for the Budget session on June 21. The session is slated to last till the end of July.

Earlier, on the last day of the short session, the Andhra Pradesh Assembly passed the Appropriation Bill 2004 to replace the Vote on Account Ordinance promulgated by the Governor on March 31. The Ordinance was passed by the Governor, Mr S.S. Barnala in March, to facilitate the Government to withdraw from the consolidated fund for the first quarter of this financial year, in view of the elections announced for April.

The former Finance Minister, Mr Y. Ramakrishnudu, questioned the Government about the propriety of the Finance Minister, Mr K. Rosaiah, in introducing the Bill in the House, since he had earlier opposed the promulgation of the Ordinance saying it was unconstitutional.

He wanted to know whether Mr Rosaiah was convinced about the Ordinance now.

Mr Rosaiah reiterated his stand that a caretaker Government had no right to advice the Governor and felt that the Ordinance was unconstitutional.

However, the Government had no other alternative but to take the necessary corrective measure.

Following this move, the State Government was empowered to withdraw from the consolidated fund a sum not exceeding Rs 14,578 crore to meet the requirement of grant in aid for the financial year commencing April 1.
